Quran 41:14 — Fussilat, verse 14

when their messengers came to them, from all angles, saying, “Serve no one but God,” they said, “If our Lord had wished, He would have sent down angels. We do not believe in the message with which you have been sent.”
إِذْ جَاءَتْهُمُ الرُّسُلُ مِنْ بَيْنِ أَيْدِيهِمْ وَمِنْ خَلْفِهِمْ أَلَّا تَعْبُدُوا إِلَّا اللَّهَ ۖ قَالُوا لَوْ شَاءَ رَبُّنَا لَأَنْزَلَ مَلَائِكَةً فَإِنَّا بِمَا أُرْسِلْتُمْ بِهِ كَافِرُونَ
idh jāathumu l-rusulu min bayni aydīhim wamin khalfihim allā taʿbudū illā l-laha qālū law shāa rabbunā la-anzala malāikatan fa-innā bimā ur'sil'tum bihi kāfirūna

- Lo! There came unto them [God’s] apostles, speaking of what lay open before them and what was [still] beyond their ken, [and calling unto them,] “Worship none but God!” They answered: “If our Sustainer had willed [us to believe in what you say], He would have sent down angels [as His message-bearers]. As it is, behold, we deny that there is any truth in what you [claim to] have been sent with!”

- [That occurred] when the messengers had come to them before them and after them, [saying], "Worship not except Allāh." They said, "If our Lord had willed, He would have sent down the angels, so indeed we, in that with which you have been sent, are disbelievers."
