Quran 48:14 — Al-Fath, verse 14

Control of the heavens and earth belongs to God and He forgives whoever He will and punishes whoever He will: God is most forgiving and merciful.
وَلِلَّهِ مُلْكُ السَّمَاوَاتِ وَالْأَرْضِ ۚ يَغْفِرُ لِمَنْ يَشَاءُ وَيُعَذِّبُ مَنْ يَشَاءُ ۚ وَكَانَ اللَّهُ غَفُورًا رَحِيمًا
walillahi mul'ku l-samāwāti wal-arḍi yaghfiru liman yashāu wayuʿadhibu man yashāu wakāna l-lahu ghafūran raḥīman

- To God belongs the kingdom of the heavens and of the earth; whomsoever He will He forgives, and whomsoever He will He chastises; God is All-forgiving, All-compassionate.

- But God’s is the dominion over the heavens and the earth: He forgives whomever He wills, and imposes suffering on whomever He wills - and [withal,] He is indeed much-forgiving, a dispenser of grace.

- And to Allāh belongs the dominion of the heavens and the earth. He forgives whom He wills and punishes whom He wills. And ever is Allāh Forgiving and Merciful.
