Quran 9:106 — At-Tawba, verse 106

And there are others who are waiting for God’s decree, either to punish them or to show them mercy. God is all knowing and wise.
وَآخَرُونَ مُرْجَوْنَ لِأَمْرِ اللَّهِ إِمَّا يُعَذِّبُهُمْ وَإِمَّا يَتُوبُ عَلَيْهِمْ ۗ وَاللَّهُ عَلِيمٌ حَكِيمٌ
waākharūna mur'jawna li-amri l-lahi immā yuʿadhibuhum wa-immā yatūbu ʿalayhim wal-lahu ʿalīmun ḥakīmun

- And [there are yet] others-[people whose cases are] deferred until God wills to judge them: He will either chastise them or turn again unto them in His mercy-for God is all-knowing, wise.

- And [there are] others deferred until the command of Allāh - whether He will punish them or whether He will forgive them. And Allāh is Knowing and Wise.
