Quran 9:18 — At-Tawba, verse 18

The only ones who should tend God’s places of worship are those who believe in God and the Last Day, who keep up the prayer, who pay the prescribed alms, and who fear no one but God: such people may hope to be among the rightly guided.
إِنَّمَا يَعْمُرُ مَسَاجِدَ اللَّهِ مَنْ آمَنَ بِاللَّهِ وَالْيَوْمِ الْآخِرِ وَأَقَامَ الصَّلَاةَ وَآتَى الزَّكَاةَ وَلَمْ يَخْشَ إِلَّا اللَّهَ ۖ فَعَسَىٰ أُولَـٰئِكَ أَنْ يَكُونُوا مِنَ الْمُهْتَدِينَ
innamā yaʿmuru masājida l-lahi man āmana bil-lahi wal-yawmi l-ākhiri wa-aqāma l-ṣalata waātā l-zakata walam yakhsha illā l-laha faʿasā ulāika an yakūnū mina l-muh'tadīna

- Only he should visit or tend God's houses of worship who believes in God and the Last Day, and is constant in prayer, and spends in charity, and stands in awe of none but God: for [only such as] these may hope to be among the right-guided!

- The mosques of Allāh are only to be maintained by those who believe in Allāh and the Last Day and establish prayer and give zakāh and do not fear except Allāh, for it is expected that those will be of the [rightly] guided.
