Quran 18:86 — Al-Kahf, verse 86

then, when he came to the setting of the sun, he found it [seemed to be] setting into a muddy spring. Nearby he found some people and We said, ‘Dhu ’l-Qarnayn, you may choose [which of them] to punish or show kindness to.’
حَتَّىٰ إِذَا بَلَغَ مَغْرِبَ الشَّمْسِ وَجَدَهَا تَغْرُبُ فِي عَيْنٍ حَمِئَةٍ وَوَجَدَ عِنْدَهَا قَوْمًا ۗ قُلْنَا يَا ذَا الْقَرْنَيْنِ إِمَّا أَنْ تُعَذِّبَ وَإِمَّا أَنْ تَتَّخِذَ فِيهِمْ حُسْنًا
ḥattā idhā balagha maghriba l-shamsi wajadahā taghrubu fī ʿaynin ḥami-atin wawajada ʿindahā qawman qul'nā yādhā l-qarnayni immā an tuʿadhiba wa-immā an tattakhidha fīhim ḥus'nan

- [And he marched westwards] till, when he came to the setting of the sun, it appeared to him that it was setting in a dark, turbid sea; and nearby he found a people [given to every kind of wrongdoing]. We said: "O thou Two-Horned One! Thou mayest either cause [them] to suffer or treat them with kindness!"

- Until, when he reached the setting of the sun [i.e., the west], he found it [as if] setting in a body of dark water, and he found near it a people. We [i.e., Allāh] said, "O Dhul-Qarnayn, either you punish [them] or else adopt among them [a way of] goodness."
