they do not speak before He speaks and they act by His command.
لَا يَسْبِقُونَهُ بِالْقَوْلِ وَهُمْ بِأَمْرِهِ يَعْمَلُونَ
lā yasbiqūnahu bil-qawli wahum bi-amrihi yaʿmalūna
