God chooses messengers from among the angels and from among men. God is all hearing, all seeing:
اللَّهُ يَصْطَفِي مِنَ الْمَلَائِكَةِ رُسُلًا وَمِنَ النَّاسِ ۚ إِنَّ اللَّهَ سَمِيعٌ بَصِيرٌ
al-lahu yaṣṭafī mina l-malāikati rusulan wamina l-nāsi inna l-laha samīʿun baṣīrun
