Quran 48:17 — Al-Fath, verse 17

the blind, the lame, and the sick will not be blamed.’ God will admit anyone who obeys Him and His Messenger to Gardens graced with flowing streams; He will painfully punish anyone who turns away.
لَيْسَ عَلَى الْأَعْمَىٰ حَرَجٌ وَلَا عَلَى الْأَعْرَجِ حَرَجٌ وَلَا عَلَى الْمَرِيضِ حَرَجٌ ۗ وَمَنْ يُطِعِ اللَّهَ وَرَسُولَهُ يُدْخِلْهُ جَنَّاتٍ تَجْرِي مِنْ تَحْتِهَا الْأَنْهَارُ ۖ وَمَنْ يَتَوَلَّ يُعَذِّبْهُ عَذَابًا أَلِيمًا
laysa ʿalā l-aʿmā ḥarajun walā ʿalā l-aʿraji ḥarajun walā ʿalā l-marīḍi ḥarajun waman yuṭiʿi l-laha warasūlahu yud'khil'hu jannātin tajrī min taḥtihā l-anhāru waman yatawalla yuʿadhib'hu ʿadhāban alīman

- There is no fault in the blind, and there is no fault in the lame, and there is no fault in the sick. And whosoever obeys God and His Messenger, He will admit him into gardens underneath which rivers flow; but whosoever turns his back, him He will chastise with a painful chastisement.

- No blame attaches to the blind, nor does blame attach to the lame, nor does blame attach to the sick [for staying away from a war in God’s cause]; but whoever heeds [the call of] God and His Apostle [in deed or in heart], him will He admit into gardens through which running waters flow; whereas him who turns away will He chastise with grievous chastisement.

- There is not upon the blind any guilt or upon the lame any guilt or upon the ill any guilt [for remaining behind]. And whoever obeys Allāh and His Messenger - He will admit him to gardens beneath which rivers flow; but whoever turns away - He will punish him with a painful punishment.
