Quran 32:13 — As-Sajda, verse 13

‘If it had been Our will, We could certainly have given every soul its true guidance, but My words have come true. “I shall be sure to fill Hell with jinn and men together.”
وَلَوْ شِئْنَا لَآتَيْنَا كُلَّ نَفْسٍ هُدَاهَا وَلَـٰكِنْ حَقَّ الْقَوْلُ مِنِّي لَأَمْلَأَنَّ جَهَنَّمَ مِنَ الْجِنَّةِ وَالنَّاسِ أَجْمَعِينَ
walaw shi'nā laātaynā kulla nafsin hudāhā walākin ḥaqqa l-qawlu minnī la-amla-anna jahannama mina l-jinati wal-nāsi ajmaʿīna

- 'If We had so willed, We could have given every soul its guidance; but now My Word is realized -- " Assuredly I shall fill Gehenna with jinn and men all together."

- Yet had We so willed, We could indeed have imposed Our guidance upon every human being: but [We have not willed it thus - and so] that word of Mine has come true: “Most certainly will I fill hell with invisible beings as well as with humans, all together!”
