Quran 58:13 — Al-Mujaadila, verse 13

Were you afraid to give charity before consulting the Prophet? Since you did not give charity, and God has relented towards you, you should [at least] observe your prayers, pay the prescribed alms, and obey God and His Messenger: God is well aware of your actions.
أَأَشْفَقْتُمْ أَنْ تُقَدِّمُوا بَيْنَ يَدَيْ نَجْوَاكُمْ صَدَقَاتٍ ۚ فَإِذْ لَمْ تَفْعَلُوا وَتَابَ اللَّهُ عَلَيْكُمْ فَأَقِيمُوا الصَّلَاةَ وَآتُوا الزَّكَاةَ وَأَطِيعُوا اللَّهَ وَرَسُولَهُ ۚ وَاللَّهُ خَبِيرٌ بِمَا تَعْمَلُونَ
a-ashfaqtum an tuqaddimū bayna yaday najwākum ṣadaqātin fa-idh lam tafʿalū watāba l-lahu ʿalaykum fa-aqīmū l-ṣalata waātū l-zakata wa-aṭīʿū l-laha warasūlahu wal-lahu khabīrun bimā taʿmalūna

- Are you afraid, before your conspiring, to advance freewill offerings? If you do not so, and God turns again unto you, then perform the prayer, and pay the alms, and obey God and His Messenger. God is aware of the things you do.

- Do you, perchance, fear lest [you may be sinning if] you cannot offer up anything in charity on the occasion of your consultation [with the Apostle]? But if you fail to do it [for lack of opportunity], and God turns unto you in His mercy, remain but constant in prayer and render [no more than] the purifying dues, and [thus] pay heed unto God and His Apostle: for God is fully aware of all that you do.

- Have you feared to present before your consultation charities? Then when you do not and Allāh has forgiven you, then [at least] establish prayer and give zakāh and obey Allāh and His Messenger. And Allāh is Aware of what you do.
