The root branches around three related principles: inarticulate or unintelligible speech, hardness and resistance, and biting or testing by contact with the teeth.
From biting and testing come meanings of examining, proving, and being found hard or hardy; from speech that is not understood come meanings of inarticulacy, foreignness, silence, and obscurity. The marking of writing with dots is also explained as an impressed sign that makes otherwise unclear letters distinguishable.

To bite or chew something, especially with the lateral teeth; also to bite an object in order to test its hardness.
The object may be food, wood, a stick, a rod, or a gaming arrow.

The reported classical designation صَلَاةٌ عَجْمَاءُ refers to inaudible daytime Quran recitation and is not a modern Quran verse citation.
